The program doesn’t lend itself to gameplay where you beat up enemies and bosses. That’s not for lack of trying, especially since the series was revived in 2005, but then the uniqueness of the Whoniverse, and of the Doctor as a hero within it, poses certain storytelling challenges for game developers.
